I agree that the vendors need to be licensed - presumably just like any other food-handlers have to be - and that there need to be restrictions on the amount and volume of obnoxious noise they're permitted to generate in a public, non-commercial space.

Well yes, I agree with this.

But also, people need to seriously grow up and become adults before they become parents.
